Commission presents Climate Resilience Framework
On 27 October, the European Commission presented an EU Framework for Climate Resilience, placing scientific risk assessment, digital tools and adaptation technologies at the heart of efforts to prepare Europe for worsening climate impacts.
The framework aims to embed climate resilience across major policy areas and support local and regional authorities through pilot projects and advisory services. It also highlights opportunities for European businesses to develop and scale innovative adaptation solutions.
Adapting Europe’s infrastructure and economy is expected to require around €70 billion annually. Meanwhile, the global market for climate adaptation solutions is projected to reach €3.5 trillion by 2050, creating opportunities for European research and technology development.
New digital tools will help translate scientific knowledge into practical decisions. The European Climate Viewer, developed by the European Centre for Medium-Range Weather Forecasts, will map projected climate hazards. Through the Commission’s Destination Earth initiative, it will evolve to incorporate supercomputing capabilities.
The Communication underlines the contribution of EU research and innovation funding: Horizon 2020 and Horizon Europe have supported more than 225 climate adaptation projects with a total of €1.6 billion in EU funding.
Implementation will begin immediately, with an EU strategic plan on climate resilience planned for 2028.
