European Innovation Scoreboard

The European Innovation Scoreboard (EIS) is an annual report published by the European Commission that compares the innovation performance of EU Member States and selected other European countries.

It measures how well countries support and develop innovation using indicators such as:

• investment in research and development (R&D)
• education and skills of the workforce
• digital infrastructure
• scientific publications and patents
• collaboration between businesses and research institutions
• innovation activities in small and medium-sized enterprises
• economic and employment effects of innovation

Based on their results, EU countries are grouped into four categories: Innovation Leaders, Strong Innovators, Moderate Innovators, and Emerging Innovators.

The main purpose of the European Innovation Scoreboard is to help policymakers identify strengths and weaknesses in national innovation systems, monitor progress over time, and develop policies that improve Europe’s competitiveness, sustainability, and economic growth.
