EU launches OceanEye to boost ocean research and observation
The European Commission has unveiled OceanEye, a new initiative designed to make the EU a global leader in ocean observation by 2035. The plan aims for Europe to provide 35% of the world’s ocean observing capacity and capture 35% of the market for ocean observation technologies.
A central focus is research. Under the current Horizon Europe programme, the Commission plans to invest €92 million to kickstart OceanEye. This includes €50 million to strengthen the EU’s contribution to the Global Ocean Observing System, €12 million for more resilient global ocean data systems, and €30 million to support innovation in ocean observation technologies through the European Innovation Council.
In research and innovation, OceanEye will back the development of new sensors, autonomous systems and artificial intelligence, while helping move discoveries more quickly from the lab to the market. The initiative also seeks to better align research with industry needs and improve access to finance for start-ups.
Another major research project is the European Digital Twin Ocean, a virtual model of the ocean expected to be fully operational by 2030. It will support real-time monitoring, predictive modelling and easier access to marine data for researchers, policymakers and businesses.
The Commission also plans an International Alliance to close observation gaps in poorly monitored regions such as the Arctic, deep sea, coastal zones and the Southern Hemisphere.
