CESAER welcomes European Innovation Act proposal
CESAER, the association of universities of science and technology in Europe, has published a statement welcoming the European Commission’s proposal for a European Innovation Act (EIA) presented on 9 September, as a positive step towards making Europe a better place to develop, test and scale research-based innovation.
The EC proposal for the EIA, which includes measures on R&I procurement, intellectual property valuation and commercialisation, alongside a proposed Council Recommendation on regulatory sandboxes. CESAER regards these as addressing several barriers highlighted by CESAER in its June 2025 position ‘Seizing Europe’s innovation moment: Empowering science and technology through the Innovation Act’, which already called for stronger pathways from frontier research through testing, technological development and scale-up.
CESAER’s existing recommendations also underline the importance of patient capital, talent, research and technology infrastructures, simplification and strong connections across European research and innovation instruments.
